"Severe Torture"

An MSNBC and Washington Post article "Abuse cited in 2nd Iraq ministry facility" is citing officials as finding "severe torture". Is it just me or is that a bit redundant? I thought that torture was severe by definition. Does that mean there is such a thing as "acceptable levels" of torture? I certainly hope not.

My guess is that the suggestion that there are levels to torture would make it easier when they comment on the practice of torture by others and the rational section of the population responds, "Abu Ghraib?"

Yes there are acceptable levels of torture according to the White House and such luminaries as Charles Krauthammer, who thinks extreme torture might save us from a dirty bomb in New York City.
